Heidelberg Correctional Facility raided by EST and SAPS

GAUTENG - On Monday, 8 December 2025, the Anti-Gang Unit (AGU), under the leadership of Lieutenant Colonel Arends, conducted a search operation at the Heidelberg Correctional Facility. This initiative was executed in collaboration with facility management, including the Communications Department, the Emergency Support Team (EST), and various units of the South African Police Service (SAPS). The operation involved the search of over 100 inmates, resulting in the confiscation of numerous illegal items, including cellphones, chargers, earphones, a laptop, cash, dagga, tattoo machines, and various grocery items. SANDTON - The African National Congress (ANC) Gauteng Provincial Task Team (PTT) warmly welcomed the successful convening of the 16th Regional Conference of the ANC Greater Johannesburg Region, held from 3–5 December 2025 at Cedarwood Hotel in Sandton under the theme:
 
“The Year of Renewal: Making the ANC a More Effective Instrument of the People to Achieve the Vision of the Freedom Charter.”
 
This Regional Conference took place shortly after South Africa successfully hosted the G20 Summit under the theme “Solidarity, Equality and Sustainability”an achievement that once again showcased the leadership capacity of the ANC-led City of Johannesburg on the world stage.
 
*A CONFERENCE GUIDED BY RENEWAL, UNITY & ORGANISATIONAL REBUILDING*
 
The Conference was officially opened by the ANC Gauteng PTT Co-Convener, Cde Panyaza Lesufi, who emphasised the urgent need to:
 
• Strengthen the programme of organisational renewal,
• Rebuild and consolidate the Alliance,
• Restore community trust through tangible service delivery improvements, and
• Reposition the ANC as the strategic centre of power in society.
 
His message set the tone for a conference characterised by discipline, robust political engagement and a renewed sense of purpose.
 
*A PROGRAMME GROUNDED IN THE BASE DOCUMENT*
 
The Conference deliberations were guided by the Regional Base Document, which served as the backbone of all Commissions. The document provides a sharp political and organisational analysis and includes critical thematic areas such as:
 
• Organisational Renewal: Progress and Challenges
• Communication and the Battle of Ideas in the Digital Age
• The ANC and the Economy
• Fundraising and Organisational Sustainability
• Transformation of Society
• Elections Strategy and Alliance Relations
• International Relations
 
The Base Document also invoked the profound warning by President Nelson Mandela:
 
“One of these negative features is the emergence of careerism within our ranks… Many among our members see their membership of the ANC as a means to advance their personal ambitions to attain positions of power and access to resources for their own individual gratification…”
 
This reminder reinforced the ethical expectations placed upon all leaders and delegates.
 
 
*INPUT FROM THE NATIONAL LEADERSHIP*
 
The Regional Conference received a keynote address from the Secretary-General (SG) of the ANC, who reflected on:

• The state of the Alliance,
• The implications of the SACP’s resolution to explore contesting future elections independently,
• The need for structured, principled engagement ahead of the National General Council (NGC) scheduled for 8–12 December 2025.

His input underscored the importance of unity, consultation and political maturity within the broader Mass Democratic Movement.

The Conference received, interrogated and adopted end-of-term reports which covered progress, challenges and the strategic path forward:

These reports were critical in shaping the resolutions and future work of the region.
 
*KEY RESOLUTIONS IN THE CONFERENCE DECLARATION*
 
Delegates adopted a comprehensive Conference Declaration covering 11 strategic focus areas:
 
1. Defending the Revolution & Organisational Renewal: Affirming the ANC as the strategic centre of power, recommitting to unity, discipline, ethical leadership, and rejecting factionalism, gatekeeping and corruption.

2. People-Centred Metro Governance: Strengthening capacity to regain the City of Johannesburg through clean governance, community-based activism, accountability and service delivery.

3. Infrastructure Renewal & Service Delivery: Urgent action on electricity, water, roads, waste management, broadband expansion and revitalisation of community facilities.

4. Economic Transformation & Job Creation: A focus on township economies, SMMEs, youth and women empowerment, green energy, creative sectors and inclusive procurement.

5. Safety, Social Cohesion & Community Well-Being: Combatting crime, lawlessness and substance abuse while strengthening CPF structures and social support networks.

6. Empowerment of Youth, Women & Veterans: Full revival and integration of ANCYL, ANCWL, Veterans League and MKLWV into governance and community programmes.

7. Alliance Unity: Reaffirming collaboration with SACP, COSATU and SANCO through joint campaigns and grassroots programmes.

8. Elections: Acknowledging the 2024 results as a warning. Election work must be continuous, professional and grounded in service delivery and direct community engagement.

9. International Relations: Strengthening solidarity campaigns with Palestine, Cuba, Western Sahara and eSwatini, and advancing practical actions such as renaming Sandton Drive to “Leila Khaled Drive.”

10. Conference Mandate: Directing the REC to implement all resolutions with urgency, transparency and improved coordination with provincial and national structures.
 
Declaring the 16th Conference a turning point toward unity, organisational strength and people-centred governance.
 
*ELECTION OF THE NEW REGIONAL LEADERS*
 
Delegates elected a new regional collective led by:
 
• Chairperson: Cde Loyiso Masuku
• Deputy Chairperson: Cde Masilo Serekele
• Regional Secretary: Cde Sasabona Manganye
• Deputy Regional Secretary: Cde Lerato K. Bop
• Regional Treasurer: Cde Maxwell Nedzamba
 
The ANC Gauteng PTT proudly acknowledges this as a historic moment, marking the election of Cde Loyiso Masuku as the first woman to serve as Regional Chairperson of the ANC in Greater Johannesburg a significant victory for gender equality and women’s leadership within the movement.

In her closing remarks the newly elected Chair had this to say “Comrades, I want to take this moment to sincerely thank Cde Dada Morero and the entire 15th Regional Executive Committee. Cde Morero led the organisation through a difficult and demanding period, holding the centre together with discipline and commitment.”
 
She concluded by quoting Mam Lilian Ngoyi who once said “I am a woman of action. I cannot sit down and fold my hands while others are busy making history.”
 
*CONCLUSION*
 
The ANC Gauteng PTT commends the Greater Johannesburg Region for delivering a peaceful, highly participatory and politically rigorous conference. This marks the third successful regional conference in Gauteng following Ekurhuleni and Sedibeng, further strengthening organisational stability across the province.
 
The ANC Gauteng PTT is confident that the newly elected leaders will carry forward the urgent tasks of renewal, rebuilding organisational capacity, restoring service delivery and regaining the confidence of the people of Johannesburg.
